The NGO Code of Conduct is the standard for the ethical and work behavioral patterns within the framework of the functioning of NGOs. It specifies the ground rules needed to be observed by the Board, administration and staff while fulfilling their tasks.
The Code of Conduct was prepared by The Code of Conduct Coalition, which comprises
- The Palestinian General Union for Charitable Societies
- The Palestinian NGO Network
- The National Institute for Palestinian NGOs
- The Palestinian General Union for NGOs - Gaza.
It was first drafted in 2003 and lastly updated in 2008.
It addresses issues of transparency, accountability and good governance at the internal level, the national level and the international level.
Internal level:
- compiling of financial and administrative best-practice (financial and administrative best-practice manuals are currently being drawn up as part of a project financed by the Welfare Consortium, these manuals will be incorporated into the Code of Ethics for Palestinian NGOs)
- Definition of guiding principles and procedures regarding the structures and relationships within Palestinian NGOs
National level:
- definition of common guiding principles and a common vision for Palestinian NGOs
- development of a framework for national coalition-building and the devising of common strategies
- definition of guiding principles laying out the nature of the relationship of Palestinian NGOs with the rest of Palestinian society
- creation of a functional structure to provide continuous guidance with regard to the finalized NGO Code of Ethics as well as to encourage implementation of the finalized NGO Code of Ethics
International level:
- development of a framework for Palestinian NGOs with regard to international coalition-building and the devising of common strategies
- definition of guiding principles laying out the nature of the relationship of Palestinian NGOs with the international community
