Through its human rights organization members, PNGO started to organize the work in the human rights sector especially during the period of lawlessness in which violations of human rights and freedoms increased. Human rights organizations held several meetings and published a number of statements, asserting the enforcement of the rule of law and requesting the Authorities of the West Bank and Gaza Strip to respect and protect human rights and freedoms.
Aftermath of the military takeover in the Gaza Strip, followed by the dismissal of the national unity government, the announcement of the state of emergency and the formation of the emergency government in the West Bank, the Civil Society Coalition for Monitoring Human Rights and Freedoms was formed. This coalition´s specific role was to monitor and observe the Authority's practices, paying special attention to the emergency government in the West Bank, the presidential decrees and the violations against freedoms that followed the military takeover in the Gaza Strip. The coalition held a number of meetings with specific Ministers, in order to highlight the illegitimacy of the presidential decrees and their contradiction with respect to the Palestinian Basic Law.
Human rights organizations in the West Bank and the Gaza Strip gathered to review the coalition's structure of work and formed the Council of Human Rights Organizations. Nine human rights organizations in the West Bank and the Gaza Strip formed this Council and a Steering Committee was elected with the responsibility of the daily administration of the council.
